S&P cuts Spain credit rating to near junk

NEW YORK (Reuters) - Standard & Poor's on Wednesday cut Spain's sovereign credit rating to BBB-minus, just above junk territory, citing a deepening economic recession that is limiting the government's policy options to arrest the slide.

The S&P downgrade comes with a negative outlook reflecting the credit ratings agency's view that there are significant risks to economic growth and budgetary performance, plus a lack of clear direction in euro zone policies.

"In our view, the capacity of Spain's political institutions (both domestic and multilateral) to deal with the severe challenges posed by the current economic and financial crisis is declining," S&P said in a statement.

S&P's two-notch downgrade from BBB-plus brings it in line with Moody's Investors Service's Baa3 rating. Moody's has Spain on review for a possible downgrade.

Both firms have Spain just on the cusp of junk status. Fitch Ratings has a BBB rating on Spain, one notch higher, but also with a negative outlook.

A spokeswoman at Spain's Economy Ministry told Reuters the government had no comment on the ratings action.

The country has been in recession since earlier this year, its second economic contraction in just a few years, and unemployment is stubbornly high at close to 25 percent with a return to job creation still two years away.

Falling tax revenue and rising costs of unemployment benefits are confounding the government's efforts to hit a 2012 deficit reduction target of 6.3 percent of gross domestic target agreed with the European Union.

Both the International Monetary Fund and Spain's own Central Bank cast doubt on the savings envisioned in Prime Minister Mariano Rajoy's 2013 budget, saying they are based on a too-rosy outlook for the economy.

In the wake of the downgrade, the euro dropped about 0.25 percent to $1.2865 in late New York trade from just under $1.29 prior to the news.

"This is weighing on the euro. A downgrade from S&P could be followed by a downgrade from Moody's, and while S&P did not downgrade Spain to junk, Moody's might," said Kathy Lien, managing director at BK Asset Management in New York.

"If Moody's goes to junk status, that's even more significant, and this adds to the pressure on Moody's to make a decision. It could lead to higher bond yields in Spain and push the government closer to asking for a bailout," Lien added.

In European trade earlier on Tuesday, ten-year Spanish bond yields fell 1 basis point to 5.83 percent. Those yields spiked above 7 percent earlier this year, but have since come down on a European Central Bank bond-buying plan.

SOCIAL DISCONTENT AND EURO ZONE DOUBTS

Prime Minister Rajoy's centre-right People's Party has an absolute majority in parliament and so far has been able to pass spending cuts and economic reforms without any problem.

However, street protests have increased in recent months as Spaniards revolt against public sector wage cuts and lower spending on education and healthcare. Resentment is also rising over huge public bailouts for the country's crippled banks, while social benefits are cut.

Although Rajoy's PP governs 11 of 17 Spanish regions, which have been forced to make massive budget cuts, S&P noted that tensions between the central and regional governments are rising, "leading to substantially diluted policy outcomes."

The agency said Rajoy's resolve will be "repeatedly tested by domestic constituencies."

Although the European Central Bank has set up a bond-buying program that would support Spanish debt prices on the secondary market, Spain has balked at signing up for international aid because it would come with harsh conditions.

"We view the Spanish government's hesitation to agree to a formal assistance program ... as potentially raising the downside risks to Spain's rating," S&P said in its note.

The agency also said that euro zone policy makers must show progress on implementing a banking union that would allow Europe to directly recapitalize Spanish banks, taking the weight off of the Spanish government.

auto insurance Cornwall ON There are more cars and drivers hitting the road each year. With so many vehicles on the road, crashes will happen. The difference between a small bother and major obstacle can be car insurance. But why do you need insurance and just how much should you buy? Liability: Pays for damages due to bodily injury and property damage to others for which you are responsible. Bodily injury damages include medical expenses, lost wages and pain and suffering. Property damage includes damaged property and loss of use of property. It also covers your defense and court costs if you are sued. State laws usually mandate minimum amounts, but higher amounts are available and usually recommended. Personal injury protection: This is required in some states and is optional in others. Sometimes referred to as no-fault coverage, this pays the medical treatment for you or your passengers regardless of who was at fault. It may also pay for lost earnings, replacement of services and funeral expenses. The minimum amount of this insurance is usually set by the state. Medical payments: This type of coverage is available in non-no-fault states and will pay no matter who is responsible for the accident. It pays for an insured person?s reasonable and necessary medical or funeral expenses for bodily injury from an accident. Collision: Pays for damage to your car caused by an accident. Comprehensive: Applies if your car is stolen or damaged by causes other than collision, including fire, wind, hail, flood or vandalism. Uninsured motorist: Pays for damages when an insured person is injured in a crash caused by another person who does not have liability insurance or by a person who cannot be identified (usually a hit-and-run driver). Under- insured motorist: Pays for damages when an insured person is injured in a crash caused by another person who does not have enough liability insurance to cover the full amount of the damages. Other coverage, such as emergency road service and car rental, is also available. What you pay for auto insurance varies by company and will depend on several factors, including: *Your selected coverage *Your vehicle?s make and model * Your driving record * Your age, sex and marital status and * Where you live Many people think of auto insurance as a necessary evil, but it can save your financial well-being. SpaceX liftoff begins the new normal for NASA

SpaceX's commercial cargo ship rocketed into orbit Sunday in pursuit of the International Space Station, the first of a dozen routine supply runs under a $1.6 billion contract with NASA.

It was the second liftoff of a Dragon capsule to the orbiting lab staged by California-based SpaceX. The first launch was for a test flight in May, which carried a token amount of non-essential supplies.

  1. Space news from NBCNews.com

    1. NASA finally confirms yearlong ISS mission

The first-ever year-long mission to the International Space Station will launch in 2015 and feature an American-Russian crew, NASA revealed Friday.

    2. World's fastest radio telescope powers up
    3. Highest free-fall jump postponed due to winds
    4. Canada unveils two new space 'Canadarms'

This flight, in contrast, is no test: The spacecraft is carrying 882 pounds (400 kilograms) of key science experiments and other precious gear. The cargo also includes a personal touch: Cups of Blue Bell chocolate-vanilla swirl ice cream have been tucked in a freezer for the three station residents.

The company's unmanned Falcon 9 rocket roared into the night sky from Cape Canaveral Air Force Station in Florida right on time at 8:35 p.m. ET, putting SpaceX on track to reach the space station Wednesday. The complex was soaring southwest of Tasmania when the Falcon took flight.

Officials declared the launch a success ? even though one of the rocket's nine first-stage engines was lost during the ascent to orbit, due to an unspecified anomaly.

SpaceX President Gwynne Shotwell said the Falcon 9's other engines compensated for the shutdown and put the Dragon capsule precisely where it was intended to go. "Falcon 9 was designed to lose engines and still make missions, so it did what it was supposed to do," Shotwell said. "We will learn from our flights and continue to improve the vehicle."

Later Sunday, SpaceX's billionaire founder, Elon Musk, said the engine failure had "no effect" on the mission.

In more good news, a piece of space junk was no longer threatening the station, and NASA could focus entirely on the delivery mission.

NASA is counting on private business to restock the space station, now that the shuttles have retired to museums. The space agency's $1.6 billion contract with SpaceX covers 12 resupply missions through 2015.

Especially exciting for NASA is the fact that the Dragon will return twice as much cargo as it took up, including a stockpile of astronauts' blood and urine samples. The samples ? nearly 500 of them ? have been stashed in freezers since Atlantis made the last shuttle flight in July 2011.

Due for three weeks in space
The Dragon will spend close to three weeks at the space station before being released and parachuting into the Pacific at the end of October. By then, the space station should be back up to a full crew of six.

None of the Russian, European or Japanese cargo ships can bring anything back; they're destroyed during re-entry. The Russian Soyuz crew capsules have limited room for anything besides people.

Space Exploration Technologies Corp., or SpaceX, is working to convert its unmanned Dragon capsules into vessels that could carry astronauts to the space station in three years. Other U.S. companies also are vying to carry crews. Americans must ride Russian rockets to orbit in the meantime, for a steep price.

Musk, who monitored the launch from SpaceX Mission Control in Hawthorne, Calif., called the capsules Dragon after the magical Puff to get back at critics who, a decade ago, considered his effort a fantasy. The name Falcon comes from the Millennium Falcon starship of "Star Wars" fame.

Thousands watch launch
An estimated 2,400 guests jammed the Florida launch center to see the Falcon, with its Dragon, come to life for SpaceX's first official, operational supply mission. Across the country at SpaceX headquarters, about 1,000 employees watched via TV and webcast.

NASA Administrator Charles Bolden watched the launch from Florida. "Just over one year after the retirement of the space shuttle, we have returned space station cargo resupply missions to U.S. soil and are bringing the jobs associated with this work back to America," he said in a statement. "The SpaceX launch tonight marks the official start of commercial resupply missions by American companies operating out of U.S. spaceports like the one right here in Florida."

Every time SpaceX or a competitor flies successfully, Bolden told reporters, "that gives the nonbelievers one more opportunity to get on board and root for us" and help enable commercial launches for space station astronauts. This will further free NASA up to aim for points beyond low-Earth orbit, like Mars.

"This was a big night," Bolden said.

SpaceX's next supply run is due in January. Another company looking to haul space station cargo, Virginia-based Orbital Sciences Corp., hopes to launch a solo test flight in December and a demo mission to the station early next year. If NASA gives Orbital the go-ahead after its tests, the company would be in line for as much as $1.9 billion for eight resupply flights.

SpaceX is among several companies also working on spaceships capable of flying astronauts to and from the space station, starting in the 2015-2017 time frame. SpaceX plans to offer an upgraded version of the Dragon capsule. The other companies receiving NASA funding for developing human-capable spacecraft are the Boeing Co. and Sierra Nevada Corp.

Apple 'shortage' unlikely despite crop damage

Michael Conroy / AP

Frost- and drought-damaged apples hang on a tree Monday at Tuttle Orchards in Greenfield, Ind. Although this year's apple supply has been hard-hit, shoppers are unlikely to see a shortage at the store.

By Ben Popken, TODAY contributor

First bacon, now apples. The crispy, sweet, tart treat is the latest food that headlines suggest is in danger of going missing from your supermarket due to crimped supplies.

The culprit is an early warm spring that brought out the blossoms on the apple trees, followed by a March-April cold snap that killed them off. No blossom, no apple.

The crop in Michigan, the nation's third largest source of apples, is down 80 percent. New York's, the second largest source, is cut by half. The U.S. Apple Association estimates this year's inventory at 202 million bushels, down about 10 percent from a 5-year average of 225 million. A bushel equals 42 pounds. That's 966 million fewer pounds of apples to go around for biting, bobbing, and baking. The USDA's estimates are for even less, down 14 percent and the lowest harvest in 20 years.

Buffering the shortfall somewhat is Washington state, boasting a near-record crop of 145 million bushels, up from their usual output of about 125-130 million. The state normally supplies 60 percent of the nation's apple inventory. The question is whether they can get enough hands to pick them before the apples begin falling. If they're not in the back of the truck by Thanksgiving, they're on the ground and all that surplus goes to the worms.

But even if Washington plugs their picker gap, a recent USDA report says it won't be enough. The harder-hit central and eastern states are responsible for supplying most of the processors, who in turn use fresh sliced apple slices and frozen apples for pies, baking, canning and juice. Production in those categories is projected to fall 30 percent, which could boost prices in these categories, although there are "strategic apple supplies" distributors can dip into. There apples are put "to sleep" naturally and placed into storage year-round.

Local apples may be hard, or impossible, to find in the more heavily dinged geographies, but overall you should see full bins of apples at the supermarket throughout the year. The most commonly produced apple in America, the Red Delicious, is actually seeing slightly lower prices this year from last, down .025 dollars from a year ago. Otherwise prices for early varietals are running about a dime more per pound than a year ago.

"Right now, we are expecting no shortage and should be able to keep the apple supply steady," the U.S. Apple Association's Mark Gedris told NBC News. "We don't expect people to be paying more for apple pies this Thanksgiving." It's not until the spring that shoppers might notice changes at the supermarket level, although by then imports from Chile and New Zealand can start to pick up some of the slack.

That said, your homemade apple pie isn't totally safe this Thanksgiving.

Two of the most popular varietals for baking are also the two hardest hit.?Macintosh and Empires apples, which come from Michigan and New York, respectively. Instead you can try using Honeycrisp or Macouns, or the Golden Delicious.

Nishikori beats Raonic to win Japan Open

Kei Nishikori won his second career ATP tour title and first in more than four years.

TOKYO (AP) -- Eighth-seeded Kei Nishikori of Japan beat Milos Raonic of Canada 7-6 (5), 3-6, 6-0 on Sunday to win the Japan Open.

The 22-year-old Nishikori won his second career ATP tour title and first in more than four years.

Nishikori, ranked No. 17, thrilled the home crowd by defeating the sixth-seeded Raonic in front of a packed house.

He lost just two games on serve against Raonic, who lacked the spark he showed Saturday when he ousted top-seeded Andy Murray in the semifinals. Raonic was undone by unforced errors in the loss.

"To have won this tournament in Japan is a very happy occasion for me," Nishikori said. "I made an effort to approach today's match as the challenger."

Nishikori, a native of Shimane Prefecture in southern Japan, is the first Japanese player to win the tournament in its 41-year history.

Nishikori broke Raonic to go up 2-0 in the final set with a nice backhand down the line. His confidence growing, Nishikori began coming to the net more frequently.

After holding serve to lead 3-0, Nishikori rifled a two-handed backhand down the line to break for 4-0 and went on to close it out 6-0 with one more break.

"I wish I could have started off serving better," Raonic said. "He was reading my serve really well from the beginning and that usually doesn't happen. I didn't create the opportunities and go for it like the previous two days."

Nishikori broke Raonic in the second game of the opening set, only the second time in 44 games in the tournament that Raonic dropped a game on serve. But Raonic later broke back and eventually forced a tiebreaker.

Nishikori squandered two set points at 6-5.

Raonic went up 3-0 in the tiebreaker, but Nishikori won seven of the next nine points to clinch the set. Raonic struggled with his backhand returns and sent one long to end the tiebreaker.

Raonic found his rhythm in the second set and began to serve better, hitting eight aces, just as Nishikori appeared to tire.

Nishikori's previous victory on the ATP tour came in Delray Beach, Fla., in February 2008 when he was just 18.

Raonic had won two tournaments this year, in Chennai, India, and San Jose, Calif.
