A few months after introducing its Kirabook flagship, Toshiba is back with some mid-range laptops that bring some of the same understated design elements. The 14-inch Satellite E45t Ultrabook and the 15-inch E55, announced today, have the same pared-down look as the Kirabook, except they're made of aluminum instead of pressed magnesium, and the bottom isn't made of metal but rather, textured plastic. The screen resolution is also lower, at 1,366 x 768; these are middle-of-the-road machines, after all. On the bright side, they all support 802.11ac WiFi -- of a surprise on otherwise humdrum systems like these. The E45t, which will be sold only at Best Buy and on Toshiba's site, comes in just one configuration, with a Core i5 Haswell processor and a 500GB hard drive paired with an SSD. Perhaps most interesting, though, is that the E45t will come with Dragon Assistant on board for simple voice commands (think: shutting down the computer, doing a web search, controlling multimedia playback, et cetera). You can expect to find that next week, on August 4th, with a suggested retail price of $818, though a Toshiba rep told us it'll likely sell for $799.99 once it actually hits shelves. Just a heads-up.

The 15-inch version, meanwhile, will be offered with either a Core i5 processor and touchscreen (that's the E55t) or a quad-core A6 APU. There are actually two AMD models: one configuration comes with a touchscreen (that would be the E55Dt) and one has a non-touch panel (that's the E55D). Strangely, the non-touch model also offers lesser storage; that has a 750GB HDD, while the touch version goes up to a full terabyte. Either way, you get a number pad, which you won't find on the 14-incher, though you'll be missing out on that Dragon Assistant app with the AMD models. These will be available in September, a little later than the 14-inch model, with the non-touch E55D going for $580 and the touchscreen E55Dt priced at $700. We haven't yet confirmed pricing for the E55t, that lone Intel-based model, but we'll update this post once we do.

The tablet has become an integral part of the mobile plans of many agencies, complementing and, in? some cases, even replacing laptop and desktop PCs. Different models of tablets have different strength and weaknesses, and which one is right for your agencies depends on your own needs. This week, we take a close look at five popular tablets and what they offer agencies.

The Surface Pro from Microsoft could be a popular choice among government IT administrators, given its large, clear display and processing power. But the larger size and weight of this device might make it less popular among some end users. Its price starts at $899 for 64G versions, $999 for 128G and a just-released 256G version for $1,200.

What works for government agencies

The Surface Pro?s 10.6-inch ClearType HD wide-screen 10-point multi-touch display is nice and bright, though there are some visibility problems in indirect sunlight or brighter environments. The keyboard cover that came with the model we tested snaps into place, and when combined with the built-in ?kickstand,? it provides a pretty close approximation to a notebook or desktop experience.

The Intel Core i5 processor with Intel HD Graphics 4000 and 4G of memory is a powerful combination, making the Surface faster than tablets that rely on the lower power Atom Z2760. We were able to open and run multiple apps without any noticeable sign of lagging, allowing an agency user to multitask effectively.
The Surface Pro had a decent number of accessory ports, including a full-size USB 3.0 port, a Micro-SDXC card reader and a MiniDisplay port. The power adapter also has a full-sized USB port, which lets users charge another device at the same time.

What might not work for government agencies

The Surface Pro does come with some security features. For instance Windows 8 Pro?s built-in BitLocker feature can encrypt the Surface Pro?s hard drive. However, there are no hardware-based security features, as some agencies may require.

And as might be expected of a device with a powerful processor and the ability to run multiple apps, battery life can suffer with heavy use.

Like the keyboard cover port, the power adapter port is magnetic, which can be a safety bonus in some situations. However, that port is also where the pen device is stored. So users can?t charge the tablet while storing the pen. Those who need to be able to recharge while on the go might end up losing the pen.

Probably the biggest issue users might have with Microsoft Surface Pro is the weight. Two pounds might not seem like a lot, but after holding it for more than five minutes, users will feel it, and they probably won?t like it. This might eliminate the Surface Pro from consideration from certain types of jobs, such as certain medical environments, but it should work well in places such as the classroom.

Next-gen Nexus 7 said to launch in coming weeks

A new report claims the next-generation Nexus 7 tablet is just around the corner. According to Digitimes, Google and ASUS are planing to launch a second-generation Nexus 7 in late July or early August. The tablet will reportedly feature an upgraded 7-inch display with 1980 x 1200-pixel resolution along with a quad-core Snapdragon 600 processor, a 1.2-megapixel front-facing camera and a 5-megapixel camera on the back. It has been estimated that Google could sell as many as 8 million units worldwide, however some analysts are skeptical because of the increased number of low-cost tablets available today. The second-generation Nexus 7 is expected to be priced between $199 to $249 for the Wi-Fi only model.

US military probed for building $34 million building in Afghanistan -- and never using it

The Office of the Special Inspector General for Afghanistan Reconstruction (SIGAR) is investigating why the U.S. military spent $34 million constructing a building in Helmand Province, Afghanistan, that has never been used ? and may now be demolished.

SIGAR sent a letter to Defense Secretary Chuck Hagel and two top generals this week, requesting more information about the project.

The 64,000-square foot building was commissioned by the Army in February 2010 to be the Regional Command Southwest Command and Control Facility during the surge. But, in May 2010, even before construction began, the Marine commander in the area submitted a request to US Forces Afghanistan to cancel the project.?

Despite that request, the following year, in February 2011, the Air Force issued an order to British-based AMEC Earth and Environment Inc. to construct the facility and in November 2012, the U.S. government took over the facility.?

In his letter, SIGAR John Sopko said the military knew the building would not be used for its original purpose well before construction began, and has asked Hagel, as well as Generals Dunford and Austin, to explain why construction ever began. He also asks them to find out whether another facility has also been built to replace this one (that was never used).

Sopko asked if turning the building over to the Afghan government is even a possibility, given that the Afghans may not have the technical capacity or money to maintain it.

"According to a senior U.S. military official, as the footprint of Camp Leatherneck decreases, the building could be outside the security perimeter, thereby making it unsafe for the U.S. military to occupy it. This leaves the military with two primary options ??demolish the building or give it to the Afghan government," Sopko wrote.

Pentagon Press Secretary George Little said that the Pentagon is "viewing the report," and has nothing more to add to it. He was not sure when Secretary Hagel would provide a formal response.

Is Tito Ortiz considering a comeback?

UFC Hall of Famer Tito Ortiz has been working as an MMA manager, most notably representing former Strikeforce champion Cristiane "Cyborg" Santos. Lately, he has been making noise about wanting to make a comeback on Twitter.

Viacom is the parent company of Bellator, so Ortiz could be pushing for a Bellator contract if the UFC doesn't want him back.

Ortiz hasn't strung two wins together since 2006. Since those two wins over Ken Shamrock, he went 1-7-1. Retiring was a smart option, because it allowed him to go out from the UFC in their Hall of Fame.

No one can make the decision to retire -- and stay retired -- for a fighter. But in all sports, you see athletes reconsider their retirement decision. What inevitably happens after retirement is that the nagging injuries that made them retire in the first place start to heal. They don't feel the aches and pains that come from twice-daily training. Their bodies start to feel better, and they think, "Maybe I can still do this."

Only Ortiz can say if he feels good enough to fight, but only the promotions can say if they're buying.

Stocks logged their fourth-straight winning session on Tuesday, with the S&P 500 about 1 percent below its all-time closing high and the Nasdaq posting its best close since October 2000, lifted by a positive start to second-quarter earnings season.

"At the pace we are going at, the S&P could be challenging the May high at 1,687 by the end of the week," wrote Elliot Spar, market strategist at Stifel Nicolaus. "The bulls will surely be cheerleading for that but those that live in the real world of owning a lot of the market's merchandise that is still under water, will not be in a celebratory mood."

The Dow Jones Industrial Average rallied for its fourth-straight session, to close 75 points, or half a percent higher, at 15,300.34, led by Cisco and Caterpillar. The blue-chip index is over 100 points from its record close of 15,409.39.

The S&P 500 finished at 1,652.32 -- 17 points off its all-time highest close -- and the Nasdaq also finished higher, at 3,504.26. The Russell 2000 index hit another all-time high. The CBOE Volatility Index (VIX), widely considered the best gauge of fear in the market, slid near 14.

Most key S&P sectors closed higher, lifted by industrials and materials, while telecoms slipped.

"The good news is that earnings expectations have been ratcheted down over the past few weeks," said Todd Salamone, director of research at Schaeffer's Investment Research. "Lowered expectations are good because that's a lower hurdle to jump over?and a lot depends on the outlook."

Dow component Alcoa posted earnings and revenue that topped Wall Street expectations, adding it remains optimistic that global demand for aluminum will grow 7 percent this year. Shares of the aluminum maker initially opened higher, but quickly reversed their gains. Alcoa unofficially marks the start to each earnings season.

As of Friday, 122 S&P 500 companies had made earnings pre-announcements, and the ratio of negative-to-positive ones was 6.5-to-one, according to Reuters. That is the biggest percent of negative readings since 2001.

Some major banks turned lower after U.S. regulators proposed a plan that would force the country's largest financials to hold twice as much equity capital than required by the global Basel III bank capital standards.The eight largest banks would be subject to a leverage ratio of 6 percent.

JPMorgan and Wells Fargo are scheduled to report earnings later this week.

On the economic front, small business optimism slipped in June from its one-year high amid uncertainty over the economic recovery, according to the National Federation of Independent Business.

The government auctioned $32 billion in 3-year notes at a high yield of 0.719. The bid-to-cover ratio, an indicator of demand, was 3.35, versus the recent average of 3.50.

Meanwhile, the IMF shaved its 2013 global growth forecast to 3.1 percent, citing slowdown in emerging economies and ongoing worries in Europe. It also lowered its outlook for 2014 to 3.8 percent, down from a 4 percent expansion.

In Asia, investors largely ignored unexpectedly high consumer inflation numbers from China, despite fears that strong price rises will rule out the prospect of monetary easing by the Chinese central bank.

"CPI [consumer price inflation] data is not a market mover. Short-term focus is still on shadow banking. Investors are wondering if China's banking system can sustain a decline in GDP [gross domestic product] growth," said Stephen Sheung, head of investment strategy at SHK Private.

Meanwhile, Japan's benchmark index closed just shy of a new six-week high, as the dollar-yen trade breached the 101-yen handle.

Report assails Pakistani officials over bin Laden

ISLAMABAD (AP) ? Al-Qaida founder Osama bin Laden was able to live in Pakistan undetected for nine years because of a breathtaking scale of negligence and incompetence at practically all levels of the Pakistani government, according to an official government report published by a TV channel on Monday.

The 336-page report was written by a commission tasked with investigating the circumstances surrounding the covert U.S. raid that killed bin Laden in Pakistan in May 2011. The pan-Arab Al-Jazeera satellite channel published the report on its website after it was leaked to the station by unknown sources.

Pakistani officials did not respond to requests for comment on the report's authenticity.

The U.S. Navy SEALs raid that killed bin Laden in the northwest town of Abbottabad outraged Pakistani officials because they were not told about it beforehand. U.S. officials have said they kept Pakistan in the dark because they were worried the al-Qaida founder would be tipped off.

The fact that the compound where bin Laden was hiding was located only about one kilometer (half a mile) from Pakistan's equivalent of West Point led many in the U.S. to suspect Pakistani officials of aiding the al-Qaida chief, although Washington never found evidence to back that up.

The report said it also found no evidence that current or former Pakistani officials helped bin Laden hide, although it couldn't rule it out completely. It said very little is known about the network of support that bin Laden enjoyed in Pakistan, other than the group of family and backers that lived with him in Abbottabad.

The report lambasted all levels of government, including the powerful army and intelligence services, for failing to detect the terror leader as he lived in six different places in Pakistan over nine years.

"To summarize, negligence and incompetence to a greater or lesser degree at almost all levels of government are clear," said the report, which was based on testimony from more than 200 witnesses, official documents and site visits.

The criticism of the army and intelligence services was noteworthy in a country where officials often steer clear of taking these powerful organizations to task. But it's unclear if the report will cause any real repercussions. The commission recommended the government make the report public for fear it would be ignored or suppressed, but that never happened, even though it was completed months ago.

The report was published on the same day that The Associated Press reported that the top U.S. special operations commander ordered military files about the raid on bin Laden's hideout to be purged from Defense Department computers and sent to the CIA, where they could be more easily shielded from ever being made public.

The report said it was shocking that nobody in the Pakistani government discovered bin Laden while he was living in Abbottabad for six years in a compound described as "hardly normal," because it was somewhat isolated from homes around it, had very high walls and was protected by barbed wire. Bin Laden wore a cowboy hat when he moved around the compound to avoid detection from above.

"The extent of incompetence, to put it mildly, was astounding, if not unbelievable," the report said.

It said the al-Qaida chief came close to capture in 2002 or 2003 when he was living in the northwest Swat Valley, said the wife of bin Laden's courier, Maryam. A policeman pulled them over for speeding as they were on their way to a bazaar, but Maryam's husband, Ibrahim al-Kuwaiti, quickly settled the matter before the officer recognized bin Laden, she said.

The commission, composed of a Supreme Court judge, a retired army officer, a retired police officer and a career diplomat, took officials to task for failing to uncover the CIA network assumed to have helped the U.S. discover bin Laden.

"This has been a case of nothing less than a collective and sustained dereliction of duty by the political, military and intelligence leadership of the country," the report said.

The commission found no evidence that Pakistani officials were informed beforehand about the U.S. raid. Cooperation between the CIA and Pakistan's Inter-Services Intelligence agency on the hunt for bin Laden ended in 2005, the report said. The U.S. was eventually able to find bin Laden by tracing his courier, al-Kuwaiti.

Pakistan's radars were unable to detect the American aircraft that flew more than 160 kilometers (100 miles) into Pakistani territory to carry out the raid on bin Laden because defense capabilities were in "peacetime" mode on the western border with Afghanistan, the report said.

Even if Pakistan stepped up its surveillance and defense resources, it likely wouldn't be able to stop the U.S. from conducting a similar raid in the future because of the military and technological asymmetry between the two countries, the report said.

"The whole episode of the U.S. assassination mission of May 2, 2011, and the Pakistani government's response before, during and after appears in large part to be a story of complacency, ignorance, negligence, incompetence, irresponsibility and possibly worse at various levels inside and outside the government," the report concluded.

CAIRO - Egyptian soldiers and police clashed with Islamists protesting the military's ouster of the president in bloodshed that left at least 51 protesters and three members of the security forces dead, officials and witnesses said, and plunged the divided country deeper into crisis with calls by the Muslim Brotherhood's political party for all-out rebellion against the army.

The carnage outside the Republican Guard building in Cairo ? where toppled President Mohammed Morsi was first held last week ? marked the single biggest death toll since massive protests forced Morsi's government from power and brought in an interim civilian administration.

Even before all the bodies were counted, there were conflicting accounts on how the violence began. The pro-Morsi protesters said the troops attacked their encampment without provocation just after they had performed dawn prayers. The military said it came under a heavy assault first by gunmen who killed an army officer and two policemen, though its account of the events left many questions unanswered.

Witnesses from outside the protest camp said troops appeared to be moving to clear the days-old sit-in and were firing tear gas when gunfire erupted. One said she believed the fire came from the protesters' side, though others could not tell.

Whatever the spark, clashes went on for three hours, with protesters hurling stones and molotov cocktails from rooftops and gunshots ringing out. Nearby clinics run by Brotherhood supporters were swamped by wounded protesters, some with gaping, bleeding wounds. More than 400 were wounded in the mayhem, officials said.

The violence is almost certain to draw sharper battle lines between Morsi's Muslim Brotherhood, who say the military has carried out a coup against democracy, and their opponents, who claim Morsi squandered his 2012 election victory and was wrecking democracy by bolstering his and the Brotherhood's grip on the state.

In a move that is likely to further inflame the situation, the Freedom and Justice party, the Muslim Brotherhood's political arm, called on Egyptians to rise up against the army. Morsi has been a longtime leader of the Brotherhood.

The party also called on the international community to stop what it called the massacres in Egypt and accused the military of pushing Egypt toward civil war, warning the country was in danger of becoming a "new Syria."

"The only thing the military understands is force and they are trying to force people into submission," said Marwan Mosaad, speaking at a field hospital run by Morsi's supporters. "It is a struggle of wills and no one can predict anything."

The bloodshed opened cracks in the grouping of movements that backed the military's removal of Morsi.

Egypt's top Muslim cleric warned of "civil war" and said he was going into seclusion until the violence ends ? a rare and dramatic show of protest directed at both sides. He demanded a process immediately be set up for reconciliation, including the release of Brotherhood detainees.

Sheik Ahmed el-Tayeb, head of Al-Azhar Mosque, said he had "no choice" but to seclude himself at home "until everyone shoulders his responsibility to stop the bloodshed instead of dragging the country into civil war."

The ultraconservative Al-Nour Party, the sole Islamist party that had joined talks on a new government and a post-Morsi political process, announced it was suspending its support for the transition plan in response to the "massacre."

The party was struggling whether to fully bolt from the new leadership in the face of a possible revolt by its own members angry over what they see as a a massacre against fellow Islamists. One lawmaker from the party said it's unclear how long party leaders can keep their control, with some members breaking ranks to join the Brotherhood. The lawmaker spoke on condition of anonymity to discuss the group's internal situation.

In a statement, Al-Nour and the Dawa Salafiya, its parent group of hard-line clerics, issued a statement saying the military's response in the violence was "exaggerated." It denounced what it called incitement against fellow Islamists and appeared to be trying to find a compromise stance short of outright breaking ranks with the post-Morsi leadership.

Speaking to Al-Jazeera TV, the party's chief Younes Makhyoun raised the possibility of calling a referendum on Morsi.

Pro-reform leader Mohamed ElBaradei, a top secular and liberal figure who backed the military's removal of Morsi, condemned the violence and called for an investigation, writing on Twitter that "peaceful transition (is) the only way."

The escalating chaos will also further complicate Egypt's relations with Washington and other Western allies, which had supported Morsi as the country's first freely elected leader and now are reassessing policies toward the military-backed group that forced him out. Still, the White House said Monday that cutting off the more than $1 billion in annual aid to Egypt was not in the U.S.'s best interests, though it was reviewing whether the military's moves constitute a coup ? which would force such a measure under U.S. law.

The morning's violence left at least 51 protesters dead and 435 wounded, most from live ammunition and birdshot, emergency services chief Mohammed Sultan, according to the state news agency. Two policemen and one soldier were also killed, according to the military.

The Morsi supporters had been camped out for days at the site in tents around a mosque near the Republican Guard complex, where Morsi was initially held but was later moved to an undisclosed Defence Ministry facility.

Spokesmen for the military and police gave a nationally televised press conference to give their version of the morning's bloodshed.

Army Col. Ahmed Mohammed Ali said police and troops guarding the Republican Guard complex came under "heavy gunfire" at around 4 a.m. and attackers on rooftops opened fire with guns and molotov cocktails. Along with the soldier and two policemen, 42 in the security forces were wounded, eight critically, he said.

He underlined that the troops had the right to defend the installation and that the protest "was no longer peaceful." He pointed out that suspected Islamists have carried out co-ordinated armed attacks on several military facilities in recent days in the Sinai Peninsula.

One witness, university student Mirna el-Helbawi, watched from her apartment overlooking the scene, prompted when she heard protesters banging on metal barricades, a common battle cry. El-Helbawi, 21, said she saw troops and police approaching the protesters, who were lined up on the street behind a make-shift wall. The troops fired tear gas, the protesters responded with rocks, she told The Associated Press.

Soon after she heard the first gunshots and saw the troops initially retreat backward ? which she said led her to believe the shots came from the protester side. She saw Morsi supporters firing from rooftops, while the troops also opened fire.

Supporters of Morsi, however, said the security forces fired on hundreds of protesters, including women and children, at the sit-in encampment as they performed early morning prayers.

"They opened fire with live ammunition and lobbed tear gas," said Al-Shaimaa Younes, who was at the sit-in. "There was panic and people started running. I saw people fall."

A Muslim Brotherhood spokesman, Mourad Ali, denied any Morsi supporters fired first and said the military had warned protesters it will break up the sit-in.

Abu Ubaida Mahmoud, a religion student from Al-Azhar University, said he had been praying when the sit-in's security teams began banging on metal barricades in warning. He then saw troops coming out of the Guard complex.

"The number of troops that came from inside was stunning," said Mahmoud, who was wounded in the hand. The troops opened fire and "I saw injuries in the chest, the neck, the head and the arm," he said.

A guard at a nearby bank said security forces first moved in on the encampment firing tear gas, then he heard gunfire, though who couldn't tell who was firing. He said that over recent days the Morsi protesters had imposed their control on the surrounding district and were clearly armed.

At field hospitals set up by Morsi supporters, at least six dead bodies were shown laid out on the ground, some with severe wounds, in video aired by Al-Jazeera TV. The bodies had been draped with an Egyptian flag and pictures of Morsi. Pools of blood covered the floor and doctors struggled to deal with gaping wounds among some of the hundreds injured.

Egyptian state TV showed images provided by the military of the scene of the sit-in amid the melee. Dozens of protesters were shown pelting troops with rocks and setting tires on fire. Soldiers in riot gear and carrying shields formed lines a few meters (yards) away.

A fire raged from an apartment in a building overlooking the clashes. Images showed men throwing spears from atop nearby building rooftops. Other protesters were lobbing fire bombs at the troops. It was not clear at what stage in the melee the footage was filmed. Security officers were showing cameras bullet casings, and troops were carrying injured colleagues.

By the afternoon, the sit-in site was cleared along with blockades that had been set up on roads. The site of the early morning clashes, a strip of road about a kilometre long (about half a mile), was covered with rocks, shattered glass, shoes, clothes, prayer rugs and personal photographs. A big Morsi banner remained hoisted in front of the Republican Guards' building. On the ground below it, graffiti read: "Where are our votes?"

Interim President Adly Mansour ordered a judicial inquiry into the killings. Significantly, the statement from his office echoed the military's version of events, noting that the killings followed an attempt to storm the Republican Guard's headquarters.

Prosecutors in Cairo also ordered the closure of the Brotherhood party's headquarters amid investigations into a cache of weapons found there, according to the official Middle East News Agency.

Morsi supporters have been holding rallies and a sit-in outside the Republican Guard building and elsewhere around Cairo since the military deposed Morsi on Wednesday. The military chief replaced Morsi with an interim president until presidential elections are held. The transition plan is backed by liberal and secular opponents of Morsi, and had been also supported by the Al-Nour Party and Muslim and Christian religious leaders.

India police: Blasts at one of Buddhism's holiest sites

PATNA, India (AFP) - Multiple small bomb blasts at one of Buddhism's holiest sites - the Bodh Gaya temple complex in eastern India - wounded two monks on Sunday, but the historic temple itself was not damaged, police said.

The Indian government called the blasts a "terror attack" after eight bombs exploded at the complex in Bihar state, which attracts Buddhists and other visitors from all over the world.

No one claimed responsibility for the attack, but police said they earlier warned officials that Islamic militants could target the site, as revenge for Buddhist violence against Muslims in neighbouring Myanmar.

"Eight low-intensity serial blasts took place early this morning, injuring two people," said senior police official S.K. Bharadwaj.

Two more bombs were found and defused inside the complex, one of them near the temple's celebrated 80-feet-tall (24-metre) statue of the Buddha, Bharadwaj told AFP.

"The holy bodhi tree is safe and there is no damage to it," Bihar police chief Abhayanand, who goes by one name, told AFP.

Along with temples, dozens of monasteries, housing monks from around the world, are located near the complex, which is believed to contain the tree under which the Buddha reached enlightenment in 531 BC.

Indian Prime Minister Manmohan Singh condemned the blasts at the complex, a UNESCO World Heritage Site, and said, "such attacks on religious places will never be tolerated".

Junior home minister R.P.N. Singh told reporters "it is clear that this was a terror attack" and teams of investigators were probing the incident.

Police in New Delhi had warned state officials last winter that Islamist militants from the Indian Mujahideen group were planning to attack the complex, an official focused on anti-terror operations told AFP.

"We told state police that the Indian Mujahideen planned to carry out an attack as retaliation for Buddhist violence against Muslims in Myanmar," the official said on condition of anonymity.

"We told them that Bodh Gaya is a probable target for attack," he said.

Indian Mujahideen has admitted carrying out numerous bomb blasts in recent years, and is often listed as a suspect in attacks across the country.

Attacks on Buddhists are rare in India but there have been tensions in the wider region recently following clashes between Buddhists and Muslims in Myanmar, Sri Lanka and Bangladesh.

Additional security forces have been deployed to guard the complex after the blasts, which wounded two monks, a 50-year-old Tibetan and a 30-year-old Myanmar national, who have been taken to hospital.

Windows were shattered at one of the buildings, while a wooden door at a small temple was destroyed and debris was strewn inside another building.

Sri Lanka Buddhist monk Gomarankadawala Hemarathana, 28, who raced to the scene after the blasts, said one of the bombs had been placed at the base of the statue.

"It is a miracle that the Buddha statue was not harmed. The bomb was placed at the foot of the statue but it did not go off," he told AFP.

Former local legislator Sarbajeet Kumar said he was on his daily morning walk to the temple when the bombs exploded.

"Suddenly I saw smoke and heard the sound of the blasts. I realised that something bad had happened and ran for shelter," he told local reporters.

The Bodh Gaya complex, 110 kilometres (68 miles) south of the state capital Patna, is one of the earliest Buddhist temples still standing in India. The first temple was built in the 3rd century BC by the Buddhist Emperor Asoka and the present temples date from the 5th or 6th centuries, according to UNESCO.

The complex houses the holy bodhi tree as well as the giant Mahabodhi statue of Buddha, and multiple shrines marking the places where he is believed to have spent time after his enlightenment.

Tibetan spiritual leader the Dalai Lama makes frequent trips to the complex, which attracts visitors during the peak tourist season from October to March.

After his meditations beneath the tree, Buddha is said to have devoted the rest of his life to teaching and he founded an order of monks before dying aged 80.

Lake teachers union chief B. Grassel spent years as education advocate

B. "Belita" Grassel was sleepy and tired of watching local school politicians bickering at a late-night School Board meeting and was poised to make a statement. At the time, getting anything done took longer than needed, and the issue was so simple so she couldn't remember why it needed discussion.

At 10:30 p.m., Grassel, then the president of the Lake County teachers union, would make a statement with her pillow. Grassel pulled out a neck pillow, a "blankie" and hunkered down, signaling she'd had enough of the fighting, and elected officials simply needed to work together.

"Just to say it's crazy," she said, describing her actions. "It's bedtime. Let us go home. Get our work done. Stop bickering. Get your work done."

That meeting, which was more than five years ago, lasted another hour, but during later meetings Grassel would continue to whip out the pillow and blanket to make her point. In six years as Lake County Education Association president she never shied away from making public statements about education.

Grassel, 65, retired last month at the helm of the group that represents the district's 2,800 teachers. The end was bittersweet for Grassel, who'd spent her last days unsuccessfully trying to get teachers raises for the work they did in the 2012-13 school year after a contract failed a ratification vote. Teachers haven't received raises for three of the last six school years.

Grassel said the contract was the most disappointing part of her presidency, but her time was also was dotted with bright spots. She was at the helm of the association when it purchased a new building and once successfully negotiated getting elementary teachers an extra five minutes of planning time.

A former guidance counselor for special-education children and a nursing teacher, Grassel, was known for her collaborative approach, but she could be a tenacious advocate when needed.

"Since she became president the Legislature in particular has not been kind to teachers and I think B. has been a beacon in keeping the professional side and the positive side of teaching to the public," said Jim Polk, the union's former executive director. "?She's very kind but she can really be a bulldog when she needs to."

Though retired, Grassel plans to continue working for free until the 2012-13 contract is finished. The district wants to end those talks without raises and start salary talks for the 2013-14 school year when roughly $6 million is earmarked for raises. Aside from negotiations, Grassel's future is unclear, but she continues to see herself as an advocate.

"I listen to what people say are their concerns, and then I stand up for them," she said. "I want to be the voice. Teachers don't have time to go to School Board meetings.? They email me, they communicate with me and then I speak for them."

McCain urges US to end military aid to Egypt as 30 die in clashes

The United States should stop sending military aid to Egypt following the overthrow of its democratically elected president by the military, Senator John McCain said, as overnight street battles left at least 30 dead across the divided country.

Egypt?s military insists that ousting Islamist Mohammed Morsi on Wednesday was the will of the people as expressed by mass demonstrations calling for him to go.

Secretary of State John Kerry approved $1.3 billion in annual U.S. military aid to Egypt ? the second largest recipient of such help after Israel ? only two months ago.

However, U.S. law prohibits financial assistance to any country whose elected head of state is deposed in a military coup.

For hours, there was no security in sight as the fighting ensued. Guns, stones and even fireworks were used as weapons but Morsi's supporters were driven back by the anti-Morsi demonstrators, and the military. NBC's Ayman Mohyeldin reports.

Cairo's emblematic Tahrir Square and nearby approaches to the River Nile ? which were the focus of anti-Morsi demonstrations -- were largely empty early Saturday but were strewn with debris.

Thousands of Morsi's Islamist supporters marched to the area Friday demanding his reinstatement but ended up fleeing under a hail of stones, fireworks and sometimes gunfire.

Heath Ministry official Khaled el-Khatib told The Associated Press that 30 people were killed and some 210 wounded in violence across the country.

Morsi?s Muslim Brotherhood movement said the country had returned to the days of military rule under former President Hosni Mubarak. The Muslim Brotherhood was a banned organization for much of his rule.

"It's the old police state of Mubarak with every ingredient and nightmare that it had before the January 25 revolution. It's as if we hit the reset button,? Brotherhood spokesman Gehad El-Haddad told Reuters.

The Brotherhood?s website said some 3 million people had taken part in pro-Morsi demonstrations.

Days of massive protests and a military ultimatum forced the country's first democratically elected president from office.

It issued four demands late Friday: Morsi?s return to office; the cancellation of all ?unconstitutional coup-related decisions, decrees and actions announced by the military council with which it usurped power;? the reinstatement of the constitution; and for officials to be held accountable for the killing of protesters and other ?oppressive tactics.?

The U.S. has avoided calling Morsi?s ouster a coup, which would mean aid would have to be suspended.

But, speaking in Prescott, Arizona, McCain said, ?I say that with great reluctance, but the United States of America I think must learn the lessons of history and that is: We cannot stand by without acting in cases where freely elected governments are unseated by the military arm of those nations.?

He said he believed U.S. aid had to be suspended, and called on the Egyptian military to set a timetable for elections and a new constitution.

?Then we should evaluate whether to continue the aid or not,? he said. ?I am aware that by suspending aid to the Egyptian military, which is the only stable institution in Egypt, we are risking further problems in the Sinai, and in other areas of cooperation with the Egyptian military.?

State-owned newspapers said the army-backed authorities would announce the appointment of a prime minister on Saturday to run the country during a transition period, Reuters reported. Former U.N. nuclear agency chief Mohamed ElBaradei, 71, a leading liberal politician, was seen as the most likely candidate to lead an administration focused on reviving a shattered economy and restoring civil peace and security.?

The U.S. State Department condemned the violence Friday.

Thousands of people marched in support of ousted Egyptian president Mohammed Morsi, who is being held at an army barracks near the airport. The clashes continued in Cairo, Alexandria and Sinai where the army was on high alert. NBC's Richard Engel reports.

?We call on all Egyptian leaders to condemn the use of force and to prevent further violence among their supporters,? spokeswoman Jen Psaki said in a statement.

?The voices of all who are protesting peacefully must be heard - including those who welcomed the events of earlier this week and those who supported President Morsy,? she added. ?The Egyptian people must come together to resolve their differences peacefully, without recourse to violence or the use of force."

The chaotic scenes that played out in the capital, mostly on a bridge leading to Tahrir, ended overnight only after the army rushed in with armored vehicles to separate the warring groups. Some of Morsi's opponents jumped on at least one vehicle to try to show that the military was on their side.

Across the country, clashes erupted as Morsi supporters tried to storm local government buildings or military facilities, battling police or Morsi opponents.

Islamists descended on anti-Morsi rally, opening fire with guns in the Mediterranean coastal city of Alexandria, where at least 12 people were killed, mostly Morsi opponents, emergency services official Amr Salama said.

One man was stabbed and thrown from the roof of a building by Morsi supporters after he raised an Egyptian flag and shouted insults against the ousted president, according to an Associated Press reporter at the scene.

Friday's turmoil began in the afternoon when army troops opened fire as hundreds of his supporters marched on the Republican Guard building in Cairo. That site is where Morsi was staying when he was toppled before being taken into military custody at an undisclosed location.

The crowd approached a barbed wire barrier where troops were standing guard. When one person hung a sign of Morsi on the barrier, soldiers tore it down and told the crowd to stay back. A protester put up a second sign, and the soldiers opened fire, according to an AP photographer.

The Health Ministry said a total of four were killed at the site, though it was not known how all died.?

Basel plans to toughens up 'shadow bank' capital rule

LONDON (Reuters) - Global regulators proposed on Friday that banks set aside more capital to cover investments in "shadow banks" such as private equity or hedge funds to improve cover for underlying risks.

Policymakers worry that as mainstream banks become more tightly regulated, risks will shift to other financial businesses that handle credit but have been less regulated than the banks.

The Basel Committee of banking supervisors from the world's top financial centers said on Friday that more clarity and consistency is needed on its existing rule for how banks set aside capital to cover exposure to equity funds.

Basel will make it a requirement for banks to adopt a "look-through" approach, meaning that banks will have to calculate risks from their exposure to a fund as if they owned the fund. A public consultation on the proposed change will close on October 4.

"The committee believes the revised standard will more appropriately reflect the risk of a fund's underlying investments and its leverage," the committee said in a statement.

"The revised standard will also help address risks associated with banks' interactions with shadow banking entities."
